Amends Minnesota Statutes section 124D.901, subdivision 4, to modify allowed uses of student support personnel aid for school districts and charter schools.

Allows school districts and charter schools with declining enrollment to use aid to maintain existing student support services personnel positions or contracted services, including positions established prior to the 2023-2024 school year.

Defines "declining enrollment district" as a school district or charter school where October 1 enrollment in the previous fiscal year is less than October 1 enrollment in the second previous fiscal year.

Permits schools unable to hire a new full-time position to use aid for contracted services from licensed school counselors, school psychologists, school social workers, school nurses, or chemical dependency counselors in Minnesota.

Allows qualifying declining enrollment districts to allocate aid under this provision for each of the next four fiscal years after initially qualifying.

Effective for revenue in fiscal year 2025 and later.
