Authorizes the economic development authority or city of Eden Prairie to establish one or more tax increment financing redevelopment districts within the area bounded by Flying Cloud Drive, West 78th Street, and Prairie Center Drive.

Deems districts established under this section to meet the requirements of Minnesota Statutes section 469.174, subdivision 10.

Exempts districts from the requirements of Minnesota Statutes section 469.176, subdivision 4j.

Authority to approve tax increment financing plans under this section expires December 31, 2031.

Becomes effective the day after the city of Eden Prairie's governing body and chief clerical officer comply with Minnesota Statutes section 645.021, subdivisions 2 and 3.
