$14,715,000 is appropriated from bond proceeds to the commissioner of natural resources for flood hazard mitigation grants in Moorhead for publicly owned capital improvements under Minnesota Statutes, section 103F.161.

Levee projects shall meet the state standard of three feet above the 100-year flood elevation to the extent practical.

The appropriation funds a grant to the city of Moorhead for flood mitigation and acquisition of flood-prone properties to address gaps in citywide protection consistent with the Fargo-Moorhead Diversion.

When project costs exceed two percent of the median household income multiplied by the number of households in the municipality, the appropriation also covers the local share of the project.

The commissioner of management and budget is authorized to sell and issue state bonds up to $14,715,000 in accordance with Minnesota Statutes, sections 16A.631 to 16A.675, and the Minnesota Constitution, article XI, sections 4 to 7.
