• Requires creation of a community design group with at least six members from focus communities to help design an equitable grant program, including streamlined application processes and point-of-sale options.

• Mandates public outreach including at least three remote-accessible meetings, a public website, and two in-person outreach events, with engagement across Minnesota including Minneapolis, St. Paul, and areas outside the Twin Cities.

• Appropriates $3,500,000 in fiscal year 2025 from the general fund for grant awards, community engagement, public education, and administrative costs, with funds remaining available until June 30, 2030, and annual reporting required beginning February 1, 2026.
