Establishes the Lights On grant program to provide drivers with vouchers up to $250 to repair or replace broken or malfunctioning vehicle lighting equipment at participating auto repair shops.

Makes counties, cities, towns, local law enforcement agencies, and federally recognized Tribal law enforcement agencies eligible to apply for grants under the program.

Requires the commissioner of public safety to develop application materials and procedures, with preference given to applicants serving geographic areas with historical underinvestment and high poverty rates.

Mandates grant recipients submit annual reports by February 1 detailing expenditures, purposes, and outcomes of driver contacts regarding malfunctioning or broken lighting equipment.

Appropriates $1,200,000 from the highway user tax distribution fund for fiscal year 2025, with the same amount as the base for fiscal year 2026 and thereafter, to be administered through the Office of Traffic Safety and the Lights On! microgrant program.
