Requires cause of death information for natural deaths declining medical examiner/coroner jurisdiction to be provided by a physician present at death, a treating physician, or a physician with direct knowledge and medical record access

Establishes a 72-hour deadline for treating physicians to complete cause of death requirements after notification that the medical examiner/coroner declined jurisdiction and no other qualifying physician exists

Permits medical examiners or coroners to provide cause of death information if the 72-hour period elapses or if the responsible physician refuses to provide the information

Allows recovery of all costs incurred by medical examiners or coroners in providing cause of death information from physicians who refused to comply

Authorizes the commissioner to impose administrative penalties of $1,000 per day on physicians who intentionally fail to meet cause of death requirements while a medical examiner or coroner has not provided the information
