Creates building lease and facilities aid eligibility for alternative programs under private contract receiving state aid, effective for fiscal year 2025 and later.

For leased facilities, aid equals the amount calculated for charter schools under Minnesota Statutes section 124E.22; for owner-occupied buildings, programs must submit imputed annual facility costs to the commissioner for annual approval.

Modifies the reserve account provision to clarify that state aid from both the base subdivision and the new building lease subdivision accrue to the alternative program site account.

Appropriates $94,320,000 for fiscal year 2024 and $98,166,000 for fiscal year 2025 for charter school and contract alternative program building lease aid.

Amends Laws 2023, chapter 55 to include contract alternative programs in the building lease aid appropriation alongside charter schools.
