Commissioner of commerce shall establish and administer the youth climate action fellowship program in partnership with community organizations serving underrepresented communities disproportionately impacted by climate change.

Program must include recruitment and training on climate science and renewable energy, education and action workshops delivered in schools and community centers, community engagement and advocacy activities, and mentorship with ongoing support through online platforms and alumni resources.

Commissioner shall submit annual reports to legislature by January 15, 2026 and each January 15 thereafter measuring program effectiveness in increasing youth awareness of climate change and renewable energy careers, encouraging youth climate action involvement, supporting career development, and fostering collaboration between youth, community organizations, and renewable energy companies.

$400,000 appropriated from the general fund in fiscal year 2025 for fellow stipends and training expenses, program administration and outreach materials, and partnership grants with community organizations and renewable energy businesses.
