Establishes the reproductive health equity grant fund administered by the commissioner of health to ensure access to abortion care in Minnesota through grants to abortion providers, government entities, and nonprofit organizations.

Eligible organizations may receive grants for four purposes: increasing provider capacity through staff recruitment and retention, funding uncompensated care regardless of ability to pay, securing physical and digital infrastructure including security improvements, and providing trauma-informed care and cultural competency training.

Commissioner must begin awarding grants no later than January 1, 2025, with grant determinations made within 30 days of completed applications, considering local abortion needs, applicant ability to advance health equity, and relative applicant need.

Prohibits the department from requiring abortion providers or organizations to disclose patient names, addresses, photos, license numbers, emails, phone numbers, or other personally identifying information as a condition of receiving grant funds.

Appropriates $30,000,000 from the general fund in fiscal year 2025 to the commissioner of health for the reproductive health equity grant fund, with up to one percent available for administrative costs.
