Allows applicants to designate a secondary mailing address on drivers' licenses and identification cards, defined as any place where a person regularly or occasionally stays and may receive mail, separate from their residence address.

Requires applicants to re-designate a secondary mailing address upon each renewal or when applying for a duplicate license or identification card if they previously designated one.

Prohibits charging fees for designating a secondary mailing address, except for standard license renewal or duplicate card fees under section 171.10.

Clarifies that secondary mailing addresses are distinct from alternate mailing addresses used when the Postal Service cannot deliver to the residence address, and does not eliminate proof of residency requirements at application.

Appropriates funds from the driver and vehicle services operating account to the commissioner of public safety for implementation costs, available through June 30, 2026, with all changes effective August 1, 2024.
