• Creates state licensure for Licensed Professional Music Therapists (LPMT) in Minnesota, effective July 1, 2024 for most provisions and January 1, 2025 for criminal background check requirements.

• Establishes the Music Therapy Advisory Council with six members (three licensed music therapists and three public members) to advise the commissioner on licensure standards, enforcement, and disciplinary matters.

• Requires applicants to complete a bachelor's degree or higher in music therapy from an AMTA-approved program, pass board certification examination, and submit to criminal background checks and fingerprint-based screening.

• Prohibits unlicensed practice and use of protected titles including "music therapist," "licensed professional music therapist," and "LPMT" effective January 1, 2025.

• Authorizes the commissioner to impose civil penalties up to $10,000 per violation and establishes disciplinary actions including license denial, suspension, revocation, and conditions for violations of practice standards.
