Amends Minnesota Statutes section 171.12, subdivision 7b to add an exception to data privacy restrictions for noncompliant driver's licenses and identification cards.

Authorizes the Department of Public Safety to perform identity verification for Transportation Security Administration's Registered Traveler program participants who have voluntarily provided their Minnesota driver's license or identification card.

Maintains existing prohibitions on electronically disseminating noncompliant license data outside the state or using external verification systems, except for driver's license compact compliance, federal commercial driver's license requirements, Social Security card replacements, and the Registered Traveler program.

Requires data requesters to certify they will not use noncompliant driver's license data for civil immigration enforcement or disclose it to immigration enforcement agencies, with violations subject to civil liability, criminal penalties, denial of future data requests, and loss of driver records subscription service access.

Effective the day following final enactment.
