Authorizes the commissioner to issue Donate Life special plates or motorcycle plates to registered owners of passenger automobiles, noncommercial one-ton pickup trucks, motorcycles, or recreational motor vehicles who meet specified requirements.

Requires applicants to pay an additional fee for special plates, registration tax, standard fees, and contribute a minimum of $10 annually to the Donate Life account.

Allows special plates to be transferred to another vehicle for a $5 fee if the subsequent vehicle qualifies and is registered to the same individual.

Establishes a Donate Life account in the special revenue fund where annual contributions are deposited; funds first cover administrative costs, then remaining amounts are distributed to Donate Life organization to promote organ and tissue donation.

Takes effect January 1, 2025, for Donate Life special plates issued on or after that date.
