School boards must establish a process to select two student members starting in the 2024-2025 school year, with students in grades 9-12 eligible if they are district residents and enrolled at the time of selection.

Student members serve two-year terms beginning July 1 following selection and may serve no more than two terms, with mandatory voting by enrolled grades 9-12 students in the selection process.

Student members have full voting rights and may attend meetings, introduce agenda items, and participate in board discussions, with board training requirements applied to all members including students.

Student members must remain district residents and enrolled through their term; vacancies are filled through a process established by elected board members.

Sex offenders required to register under section 243.166 are ineligible to serve as either elected or student board members, and the bill applies these provisions to independent school districts and Special School District No. 1.
