• Limits parole supervision to five years maximum and allows final discharge after three years of compliant behavior instead of the previous standard.

• Modifies Supervised Release Board membership qualifications and limits appointed members to one additional two-year term after their initial four-year staggered terms.

• Changes supervised release from discretionary ("may grant") to mandatory ("must grant") for inmates serving life or indeterminate sentences, unless board finds substantial evidence the inmate poses significant risk to public safety.

• Establishes Medical Release Review Board consisting of seven members including medical professionals, mental health professionals, reentry specialists, and victim advocates to review conditional medical release applications within 14 days.

• Eliminates mandatory life sentences without possibility of release; replaces with life sentences with parole possibility, with minimum terms of 17-30 years depending on offense type, effective retroactively to inmates currently serving such sentences as of August 1, 2024.
