Defines "advanced energy meter" as a meter recording real-time natural gas or electricity use and transmitting data via wireless technology to a central server for billing and analysis purposes.

Requires utilities to provide written notice to customers at least 60 days before installing an advanced energy meter, including how the meter operates, how data is collected and used, data sharing practices, confidentiality protections, and notice that declining installation may make customers ineligible for advanced rate design programs.

Prohibits utilities from installing an advanced energy meter until 60 days after notice is sent and prohibits installation entirely for customers who inform the utility of their election to decline the meter.

Prohibits utilities from charging customers who decline advanced meters a higher fee for meter reading than customers who accept the advanced meters, regardless of Public Utilities Commission orders.

Effective the day following final enactment.
