School districts and charter schools are prohibited from providing students with books or instructional materials containing sexually explicit content unless it is part of age-appropriate sex education instruction.

Parents of minor students or adult students themselves must provide written permission before a student can access materials containing sexually explicit content.

"Sexually explicit content" is defined to include both sexually explicit images and sexually explicit language.

The bill creates a new statute (Minnesota Statutes, chapter 120B.201) to codify these restrictions on instructional materials.
