• Creates new Minnesota Statutes section 116J.9927 to establish a public skate park construction and renovation grant program administered by the commissioner of employment and economic development.

• Commissioner must contract with a 501(c)(3) nonprofit organization with expertise in skate sports to evaluate grant applications and select recipients, with up to 4% of appropriated funds available for nonprofit administrative costs.

• Grant recipients must be local units of government constructing concrete skate parks that are free and public, with selection based on community interest, accessibility, geographic equity, family-friendly programming, and professional design and construction standards.

• Appropriates $2,500,000 to cities, towns, counties, park boards, and school districts for skate park planning, design, and construction, and increases total economic development appropriation from $395,567,000 to $398,067,000.

• Repeals previous skate park program provisions under Minnesota Statutes section 240A.20 and Laws 2023, chapter 71, article 1, section 7, which had allocated $4,000,000 to the Minnesota Amateur Sports Commission.
