Appropriates $250,000 from the general fund to the Department of Education in fiscal year 2025 for a grant to St. Paul Neighborhood Network to support and expand after-school programming.

Requires St. Paul Neighborhood Network to work with Community Technology Empowerment Project members, community organizations, and schools to expand after-school programming, and to seek partners throughout the metropolitan area and greater Minnesota to the extent possible.

Mandates annual reporting by January 15th following each fiscal year of aid received, including the organization's federal 990 form link, participating partners list, demographic information on program participants, and summary of participant outcomes.

Allows up to five percent of the appropriated amount for grant administration and establishes the appropriation as available through June 30, 2027.

Designates this as a one-time appropriation that does not cancel.
