Designates the Mendota Bridge on Trunk Highway 55 and Trunk Highway 62 crossing the Minnesota River as the "Gopher Gunners Memorial Bridge" and requires the Department of Transportation to mark it with appropriate signs, with costs reimbursed by the Department of Military Affairs.

Increases the maximum bonded indebtedness limit for the State Armory Building Commission from $15,000,000 to $45,000,000.

Increases Veterans Health Care appropriations from $90,025,000 to $100,797,000, with the base for fiscal year 2026 rising to $93,387,000 and fiscal year 2027 to $94,435,000.

Adjusts veterans homes transfers to $88,885,000 in the first year and $99,847,000 in the second year, with base amounts of $92,437,000 (FY2026) and $93,485,000 (FY2027).

Allocates $400,000 annually to staff Veteran Community Health Navigators in community-based hospitals and appropriates $190,000 in the first year for a working group established under article 2, section 8.
