Appropriates $12,000,000 from bond proceeds to the commissioner of administration for predesign, design, construction, and equipment of improvements to the upper mall of the Minnesota State Capitol, including ADA compliance, security, and landscaping improvements consistent with the Capitol Mall Design Framework update.

Requires funds must be fully encumbered by December 31, 2026, and are not available until at least $12,000,000 in nonstate funds (from private sources) have been secured.

Directs nonstate funds to be applied first toward improvements to Cass Gilbert Memorial Park, including bus parking, visitor accommodations, playground, public gathering space, and landscaping, with a donor memorial displaying names of all donors for at least 20 years.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $12,000,000 pursuant to Minnesota Statutes sections 16A.631 to 16A.675 and the Minnesota Constitution.

Appropriates $1,000,000 in fiscal year 2025 from the general fund to the commissioner of employment and economic development for a grant to support promotion and fundraising efforts toward the Capitol Mall improvements.
