Establishes a working group to streamline access, eligibility, and administration of state-funded supportive housing resources for people experiencing homelessness.

Working group membership includes commissioners from Minnesota Housing Finance Agency and Department of Human Services, plus 14 representatives from homeless service organizations, counties, and tribal entities, with one house member and one senate member appointed by legislative leadership; all appointments due by July 1, 2024.

Working group must study five supportive housing programs (housing support program, long-term homeless supportive services, housing with supports for adults with serious mental illness, housing trust fund, and other Minnesota Housing Finance Agency capital and operating funds) to identify processes and resources needed to reduce administrative complexity, enhance equity, simplify eligibility and paperwork, and accelerate transitions to sustainable housing.

Management Analysis Division of Minnesota Management and Budget shall facilitate the working group and convene the first meeting by July 15, 2024; meetings are subject to Minnesota Open Meeting Law.

Working group must submit a final report with recommendations and draft legislation by November 27, 2024, to legislative committees with jurisdiction over housing and homelessness; working group expires January 10, 2025, or upon report submission, whichever is later.
