Establishes an accessibility account in the state bond proceeds fund to receive bond proceeds for accessibility capital improvements on state-owned property.

Permits expenditures for predesigning, designing, constructing, renovating, furnishing, and equipping accessibility improvements, including removal of architectural barriers and improvements to meet state and federal accessibility requirements for people with disabilities.

Requires the commissioner of administration to provide application instructions to state agencies, review applications, make allocations, determine funding priorities, and allocate money in priority order.

Mandates annual reports by January 15 to the commissioner of management and budget and relevant legislative committee chairs listing funded projects and priority projects for the upcoming legislative session.

Appropriates $10,000,000 from state bond proceeds to the commissioner of administration for accessibility account expenditures, effective July 1, 2024.
