Establishes special license plates for solar pollinator programs available to registered owners of passenger automobiles, noncommercial one-ton pickup trucks, motorcycles, and recreational motor vehicles.

Requires applicants to pay standard special plate fees, registration tax, and contribute a minimum of $60 annually to the special pollinator program account, with option to contribute additional amounts.

Plate design must be adopted by the commissioner in consultation with the Board of Water and Soil Resources, the commissioner of agriculture, and groups interested in solar pollinator habitats.

Allows plate transfer to another qualifying vehicle registered to the same individual for a $5 transfer fee.

Deposits collected contributions into a special pollinator program account in the special revenue fund, with money distributed annually by August 15 as: 65 percent to the Board of Water and Soil Resources for habitat friendly solar program, and 35 percent to the commissioner of agriculture for solar site operator education on agricultural water quality certification.

Effective January 1, 2025, for plates issued on or after that date.
