Extends the five-year requirement for undertaking activities in Tax Increment Financing District No. 31 (administered by the city of Moorhead) to ten years from the date of district certification.

Extends the requirement relating to increment use after the five-year period to the 11th year for Tax Increment Financing District No. 31.

Becomes effective the day after the city of Moorhead's governing body and chief clerical officer comply with Minnesota Statutes section 645.021, subdivisions 2 and 3.
