Exempts youth combative sports and martial arts contests for individuals under age 18 from state licensing requirements when regulated by widely recognized youth organizations or local governments.

Requires martial arts and amateur boxing regulatory bodies to submit bout results and suspension lists to the commissioner within 72 hours of events.

Adds medical records provision allowing the commissioner to share combatant medical information with physicians conducting pre-bout or ringside exams to protect combatant health.
