Permits minnow dealers, minnow retailers, and private fish hatchery license holders to import live minnows from other states without a permit when unable to procure adequate supply from in-state sources.

Defines inability to procure adequate supply as having insufficient stock to meet demand for at least one day.

Requires notification to the commissioner within 48 hours of importing minnows under the emergency authorization, in the manner prescribed by the commissioner.

Allows the commissioner to inspect imported minnows and related documents to verify quantity, source, species, and health without requiring a permit.

Exempts emergency-imported minnows from requirements under Minnesota Statutes section 97C.341.
