Amends Minnesota Statutes 2022, section 116J.396 to allow the commissioner to transfer up to $5,000,000 annually between the border-to-border broadband program, low density population broadband program, and broadband line extension program to meet demand.

Requires the commissioner of employment and economic development to apply for State Digital Equity Capacity Grant Funding available under Public Law 117-58, the Infrastructure Investment and Jobs Act.

Appropriates any federal funding awarded to Minnesota to the commissioner of employment and economic development for the Minnesota Digital Opportunity Plan.

Takes effect the day following final enactment.
