Appropriates $35,100,000 for fiscal years 2024 and 2025 for Head Start programs under Minnesota Statutes section 119A.52, with up to two percent available for administration.

Appropriates $250,000 for fiscal years 2024 and 2025 for competitive grants to Minnesota postsecondary institutions to improve early childhood education curricula aligned with Minnesota knowledge and competency frameworks.

Requires the commissioner to submit reports by December 1, 2024, and December 1, 2025, detailing grant applications received, evaluation criteria, awards made, proposed curricular reforms, outcomes, and other performance indicators.

Limits early childhood curriculum grant program administration to no more than three percent of the appropriation and designates the funding as a one-time appropriation with carryover authority for unspent first-year balances.
