Appropriates $2,250,000 for fiscal year 2024 and $1,750,000 for fiscal year 2025 to the Supreme Court, including $500,000 for courthouse security grants and $1,750,000 annually for cyber security improvements.

Appropriates $15,185,000 for fiscal year 2024 and $16,815,000 for fiscal year 2025 to district courts for forensic examiner access, court interpreters, jury programs, and trauma services for jurors.

Establishes the State Board of Civil Legal Aid as an independent 11-member board (6 appointed by Supreme Court, 5 by Governor) to oversee civil legal services funding and distribution, effective July 1, 2025, with a base appropriation of $34,167,000 beginning fiscal year 2026.

Modifies Safe at Home program requirements to allow out-of-state applicants 60-day certification periods and require certification cancellation if participants do not move to Minnesota within 60 days.

Authorizes courts to offer juvenile offenders opportunities to participate in restorative processes to satisfy restitution obligations, and allows grants up to $500,000 annually for restorative practices initiatives including restitution funds for victims.
