Declares void and unenforceable any deed restriction, covenant, local ordinance, contract, or homeowners association document that limits the right of residential property owners or tenants to display any flag of the United States or State of Minnesota.

Applies the prohibition to common interest communities and residential communities that are not common interest communities, including their declarations, articles of incorporation, bylaws, and rules and regulations.

Permits narrowly tailored limitations to protect health or safety or prevent incitement of violence or unlawful activity.

Allows restrictions on flag size to customary residential sizes, placement to areas of exclusive use, and illumination of flags.

Permits requirements that flags be displayed legally under Minnesota law, maintained in good condition, not altered or defaced, and not permanently affixed to common areas or in ways that cause more than inconsequential damage to others' property.
