Adds five years to the statutory maximum sentence for felonies committed after a person has been deported or removed from the United States following a felony conviction, or after departing the U.S. while a deportation or removal order is outstanding.

Increases the sentence enhancement to ten years if the victim of the crime is a child under 18 years old.

Defines "removal" as any agreement in which a person stipulates to removal during a criminal proceeding under federal or state law.

Expands the definition of "transnational crime organization" to include organizations that routinely facilitate international trafficking of drugs, humans, or weapons or international smuggling of humans.

Applies crimes committed for the benefit of, at the direction of, or in association with a transnational crime organization to existing gang crime penalties, effective August 1, 2024.
