Authorizes the commissioner to issue waterfowl critical habitat special license plates or single motorcycle plates to registered owners of passenger automobiles, noncommercial one-ton pickup trucks, motorcycles, or recreational motor vehicles.

Requires applicants to pay standard special plate fees, registration tax, and contribute a minimum of $30 annually to the Minnesota critical habitat private sector matching account.

Commissioner must design plates in consultation with the commissioner of natural resources and other interested groups.

Allows plate transfer to another qualified vehicle registered to the same individual upon application and payment of a $5 transfer fee.

Becomes effective January 1, 2025, for waterfowl critical habitat special plates issued on or after that date.
