Increases the annual surcharge on all-electric vehicle registrations from $75 to $137.

Establishes an automatic annual adjustment mechanism where the surcharge is recalculated each November 1st based on any increase in the gasoline excise tax rate.

Adjusted surcharge amounts must be rounded to the nearest whole dollar and cannot decrease from the previous year's amount.

Revenue from the surcharge must be deposited into the highway user tax distribution fund.

Takes effect the day following final enactment and applies to registration periods starting on or after July 1, 2024.
