Appropriates $4,894,000 from the bond proceeds fund to the commissioner of transportation for a grant to the city of Wabasha for predesign, design, engineering, and construction of local road portions of the Trunk Highway 60 realignment, including pedestrian safety improvements and workforce housing development.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $4,894,000 to fund the local infrastructure grant.

Appropriates $1,731,000 from the bond proceeds account in the trunk highway fund to the commissioner of transportation for predesign, design, engineering, and construction of the Trunk Highway 60 realignment itself.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $1,731,000 for the highway realignment, with proceeds deposited in the trunk highway fund's bond proceeds account.

Both sections become effective the day following final enactment.
