$6,000,000 is appropriated from the general fund in fiscal year 2025 to the Commissioner of Employment and Economic Development for a grant to a substance abuse and mental health treatment business serving the East African community.

Grant recipient must operate in a building constructed on or before January 1, 1926, located in Minneapolis, and grant funds may be used for site acquisition, relocation, design, infrastructure, site preparation, engineering, and property improvements for withdrawal management facility use.

Eligible businesses must be certified substance use disorder providers as of November 1, 2018, and have been certified to provide at least one mental health service by March 1, 2018.

Eligible businesses must hold a conditional use permit for withdrawal management services from the city of Minneapolis prior to August 1, 2023.
