H.F. 5289 - Barbering Apprentice Registration Bill

• Permits registration as an apprentice barber, establishing new qualifications requiring completion of 10 grades of education, graduation from a board-approved barber school within the past four years, and passage of a board examination.

• Applicants who graduated from barber school more than four years prior must complete an additional 500 hours of study before becoming eligible to register as an apprentice.

• Apprentice certificates are valid for four years only and cannot be renewed for a fifth year; apprentices must inform the board of their supervising barber's name, address, and certificate number.

• Creates temporary apprentice permits effective for up to six months for nonresidents and allows registered apprentices to transition to registered barber status after 12 months of supervised practice and examination passage.

• Establishes fees of $80 for apprentice examination and certificate, $70 for annual renewal, and $90 for restoration; adds administrative penalties up to $1,000 for operating with unregistered apprentices.
