Allocates $2,500,000 to transform a vacant warehouse into an expanded POPLI facility for youth programs focused on reducing crime and violence caused by disengaged youth.

Allocates $1,500,000 to transform a vacant warehouse into an expanded POPLI facility for two adult programs focused on securing gainful employment for previously incarcerated community members.

Allocates $2,500,000 to transform a vacant warehouse into an expanded POPLI facility for a small business incubator serving entrepreneurs of color.
