Appropriates any unspent funds from Laws 2023, chapter 60, article 1, section 2, subdivision 2, paragraph (t) to the Minnesota Pollution Control Agency for a PFAS removal report, available until June 30, 2025.

Requires the Pollution Control Agency commissioner to submit a report to legislative committees with jurisdiction over environment and natural resources finance, policy, and capital investment by January 15, 2025.

Report must provide recommendations for strategies to require PFAS manufacturers to pay for purchasing, installing, and operating infrastructure to remove PFAS from intake waters at municipal wastewater facilities statewide and for treating and disposing of PFAS.

Report must specify any legislation needed to implement recommended strategies and incorporate options from the prior PFAS manufacturers fee work group report.

Recommendations in the report must be specific and actionable and may not include recommendations for further reports or studies.
