Appropriates any unspent funds from the PFAS manufacturers fee work group appropriation under Laws 2023, chapter 60, article 1, section 2, subdivision 2, paragraph (t), for a PFAS removal report, available until June 30, 2025.

Requires the Minnesota Pollution Control Agency Commissioner to submit a report to the legislature by January 15, 2025, with recommendations for strategies to require PFAS manufacturers to pay for purchasing, installing, and maintaining PFAS removal infrastructure at municipal wastewater facilities statewide.

Report must specify any legislation needed to implement the recommended strategies and incorporate options from the prior PFAS manufacturers fee work group report.

Prohibits the report from including recommendations for further reports or studies; recommendations must be specific and actionable.

Becomes effective the day following final enactment.
