Modifies sustainable building guidelines to apply to all new state buildings and major renovations receiving general fund appropriations after May 1, 2024, expanding beyond previous bond fund requirements.

Establishes seven primary objectives for guidelines including reducing greenhouse gas emissions, improving indoor environmental conditions, measuring project impact, reducing water use, enhancing biodiversity, reducing embodied environmental impact of materials, and promoting building resilience to climate change.

Requires Commissioner of Administration to review and update guidelines at least every five years in consultation with Commissioner of Commerce and stakeholders using open public comment processes.

Mandates annual training by Center for Sustainable Building Research, post-construction performance evaluations, compliance tracking systems, and annual reporting to legislature on project status and guideline effectiveness.

Appropriates $1,564,000 in fiscal year 2025, $1,555,000 in fiscal year 2026, and $1,128,000 in fiscal year 2027 and thereafter to Department of Administration for guideline development and administration, including contracting with University of Minnesota's Center for Sustainable Building Research.
