Commissioner of public safety must develop and submit an implementation plan for digital drivers' licenses and Minnesota identification cards to legislative committees by February 1, 2025.

Plan must analyze how federal government and other states have implemented digital credentials and include security, integrity, and privacy safeguards.

Plan must address technical standards, integration with mobile device digital wallet applications, project risks, barriers, and mitigation approaches.

Plan must estimate fiscal impacts including implementation and ongoing administrative costs, identify necessary statutory changes with draft legislation, and provide implementation timeline and milestones.

Funds are appropriated from the driver and vehicle services operating account in fiscal year 2025 to the commissioner of public safety to develop the implementation plan.
