• Adds new subdivision 5 to Minnesota Statutes 2022, section 326B.098 to regulate internet continuing education courses offered by the department.

• Requires internet continuing education course design and delivery to be approved by the International Distance Education Certification Center or the International Association for Continuing Education and Training.

• Mandates courses include encryption for personal information, seat time tracking, high interactivity, graphics, instructor contact availability, 24/7 availability (except live courses), student identity authentication, and automatic bookmarking.

• Requires final examinations with 70 percent passing score, course evaluations, and completion certificates that include provider name, course date/location, hours of instruction, and student identification information.

• Final examinations must be either encrypted online examinations or proctored paper examinations with certification that the student completed the exam.
