Appropriates $26,840,000 from bond proceeds to the Pollution Control Agency for grants to nine counties (Beltrami, Cass, Clearwater, Hubbard, Mahnomen, Marshall, Norman, Polk, and Red Lake) to construct two new lined regional debris disposal facilities in Hubbard and Polk Counties, 12 mixed-use collection and processing facilities, upgrades to a regional organics composting facility, and acquisition of robots for a regional recycling facility.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $26,840,000 to provide the appropriated funds under Minnesota Statutes sections 16A.631 to 16A.675 and the Minnesota Constitution.

Appropriates $34,901,000 from the general fund in fiscal year 2025 to the Pollution Control Agency for grants to the same nine counties to purchase heavy equipment, containers, trailers, and mobile processing equipment for spoke facilities (mixed-use collection and processing facilities) that are part of the regional waste management system.

Defines capital equipment as fixed equipment with at least ten years useful life used to manage solid waste, including conveyor systems, balers, compactors, robots, fire suppression systems, and scales.

Designates appropriations in Section 2 as onetime funds available until encumbered or expended under Minnesota Statutes section 16A.642.
