Appropriates $5,700,000 from the bond proceeds fund to the Public Facilities Authority for a grant to the city of St. Joseph for sewer main improvements.

Funds may be used to acquire property for, predesign, design, construct, and equip improvements to expand the city's wastewater collection system and related infrastructure.

Improvements are designated to support economic development and workforce housing in St. Joseph.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $5,700,000 to provide the appropriated funds, pursuant to Minnesota Statutes sections 16A.631 to 16A.675 and the Minnesota Constitution.

Effective the day following final enactment.
