Amends Minnesota Statutes section 513.73, subdivision 3 to clarify that fees charged by homeowner's associations, condominiums, cooperatives, mobile home associations, and property owner's associations for estoppel letters or certificates are not considered private transfer fees.

Creates new statute 515B.1-118 prohibiting associations and their authorized agents from directly or indirectly charging fees for the preparation or delivery of estoppel letters or certificates.

Declares that any unauthorized fees or charges issued in violation of the estoppel letter prohibition are void.

Applies to common interest communities including homeowner's associations, condominiums, cooperatives, mobile home associations, and property owner's associations.
