Appropriates $3,000,000 from bond proceeds fund to the commissioner of employment and economic development for a grant to Brooklyn Center for public infrastructure serving the Opportunity Site, including utility improvements, stormwater ponding, road construction, and public parking.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $3,000,000 to fund the appropriation, following Minnesota Statutes sections 16A.631 to 16A.675 and Minnesota Constitution article XI, sections 4 to 7.

Appropriates $2,000,000 in fiscal year 2025 from the general fund to the commissioner of employment and economic development for a grant to Faith Community Development to design, construct, furnish, and equip a 24-hour child care center on the Opportunity Site in Brooklyn Center.

Makes the child care center appropriation contingent upon completion of the public infrastructure project in Section 1, with the cancellation period not beginning until that project is completed.
