H.F. 5353 Summary

• Expands the same-day driver's license pilot project to 10 additional Minnesota cities (Blaine, Brainerd, Chaska, Grand Rapids, Mankato, Minneapolis, Rochester, St. Paul, Stillwater, and Willmar) while continuing in Lakeville and Moorhead, effective October 1, 2024.

• Requires applicants with properly completed applications to receive noncompliant licenses, instruction permits, and identification cards on-site without temporary documents or additional trips.

• Mandates that same-day issued documents have substantially similar design, construction, and security features to centrally issued documents, with materials of comparable weight, thickness, and rigidity.

• Requires the commissioner of public safety to conduct a public awareness campaign targeting driver's license agents, law enforcement, airports, financial institutions, and the Transportation Security Administration, and establish a dedicated website.

• Appropriates funding for fiscal year 2025 to provide equipment, vendor agreements for same-day card production, and staffing including a DVS position for pilot project administration; commissioner must report findings by January 1, 2026.
