Establishes an alternative emergency medical services response model pilot program in Otter Tail County and Grant County, overseen by the Emergency Medical Services Regulatory Board.

Authorizes primary ambulance services (basic or part-time advanced life support) to partner with supporting ambulance services (full-time advanced life support) to jointly respond to emergency calls and provide expanded advanced life support capability.

Requires joint applications from partnering services that include medical director approval, staffing procedures, insurance agreements, communication protocols, and acknowledgment of continued service obligations.

Reduces staffing requirements for pilot program responses: primary ambulance service needs one emergency medical technician and supporting service needs one paramedic, meeting both services' minimum staffing requirements.

Appropriates $3,000,000 in fiscal year 2025 from the general fund to Otter Tail County to fund the pilot program, with funds available until June 30, 2027, when the program expires.
