Prohibits hospitals licensed under Minnesota Statutes sections 144.50 to 144.58 from ceasing operations, curtailing operations requiring patient relocation, or relocating health services to another facility from the effective date through June 30, 2025.

Prohibits hospitals from ceasing to offer maternity care and newborn care services, intensive care unit services, inpatient mental health services, or inpatient substance use disorder treatment services during the moratorium period.

Exempts hospital closures due to corporate insolvency under Minnesota Statutes chapter 317A or chapter 60B, and closures necessary due to fire, tornado, flood, storm damage, or similar disasters as determined by the commissioner of health.

Requires hospitals planning to implement prohibited actions after June 30, 2025, to provide notice to the commissioner of health and the public in accordance with Minnesota Statutes section 144.555.

Commissioner of health enforces the moratorium using existing powers and authority under Minnesota Statutes section 144.653, effective the day following final enactment.
